Improve management of the education system through the use of information technology

Is the world's socio-economic development of the country in accordance with the process of globalization, which requires the introduction of progressive changes in the education sector. One of the new organization of teacher education in higher education is the introduction of content management.

State program of education development in the Republic of Kazakhstan for 2011-2020: "One of the weaknesses of the education system of the Republic of Kazakhstan, the development of the education of poor management". Therefore, the next task was to improve the management of education, first of all, to improve the management of the education system, including the introduction of the principles of corporate governance, the creation of a system of public-private partnership in education, and secondly, the monitoring of the development of the education system, as well as taking into account the requirements of the International the improvement of national education statistics [1].

In abroad the preparation of managers was started by the classical management theory of A.Fayol M. Albert T. Boydel, MD Vudkok, P. Druker, MH Meskon, DF Francis F. Xedworп L.Yakokkoy and etc.

Organization and management of the educational system in the direction of the scientists was studied in different issues. The future of personal qualities (A.A.Beysenbaeva K.Zh. Kozhakhmetova, BI Mukanova, RK Toleubayeva, S.A.Uzaqbaeva etc.) looking for a special way.

Currently, employees in the field of education not only to be an expert on the subject of their historical, educational, psychological, and technically competent all-round knowledge of information technology, information literacy and competence required to become a manager.

Pedagogical knowledge management (ZA Issayeva, ST Kargin, A. Kalyuzhny, SI Kaliyeva, KS Musin, MN Sarybekov, K.S.Wspanov NN. Khan and others) provides a wide range of issues.

Education Management (Naribayev KN K.J.Aganпna G.B.Nwrlпxпna Z.M.Sadvakasova, T. Baymoldaev, BA Koishybayev and so on)(G.K. Nurgaliyev, Taubayeva ST, etc.)is making researches for the basics of innovational education.

E.SH.Kozybayev considers the current management of the university management , Z.M.Sadwaqasova considers research and teaching at the university for training of school managers and educational conditions in the structure of the university , and Y.A.Mastobayev showed issues of the managers' decision-making skills in his thesis.

At the same time, a lot of research has been conducted in the country to the issue of the educational process information. Including: Sadvakasova K.J. - the issue of training teachers of computer science in the management of information in the learning process, Abisheva L.P.- high school students training to customize the behavior of the computer, Kadyrov A. S.- professional and pedagogical features of electronic textbooks in the education system modeling, Gotting V.V.- professional training of teachers and the establishment of a technical competence, Iskakova P.K. - innovative educational processes in higher education management professional formation ,were looked at theirwritings they wrote.

At the same time, education is not enough scientific research to the development of managers and management in higher education institutions of the republic for the development of pilot programs are already being developed. For example, an experimental educational program on Al-Farabi Kazakh National University since 2009, prepared by the Department of General and ethnic pedagogy Ph.D., professor Z.A.Isayeva as a minor under the guidance of the master's program of economic faculties of "management" specialty education managers training is being carried out.

However, in the above-mentioned areas is very important pedagogical works. Therefore, our system of higher education research is directed to find the compatibility of the most complex and difficult changes. Access to the global education space currently associated with the creation of a new system of education, management process requires a lot of changes in this regard: that is, the creation of a new higher education institution, and to critically assess the achievements of the analysis, the development of students' creativity, the actions of the new manager in the context of the organization requires. At the same time, the use of information technology to improve the management of the education system engaged in the practice of the theoretical foundations of uncertainty and there is a contradiction between the lack of guidance. Given such conditions, the search for a solution to these contradictions in the research of the topic, "based on the use of information technology to improve the management of the education system" was the basis for the selection.

The foundation of classical management consists of scientists like O.R.Teylor, G.Cherch , A.Fayol , G.Emersona , G.Ford etc. They convergence point of experimental research in the field of support to labor, to find new forms of organization and management, personnel management, or in a broader sense, the so-called human resources management, in most cases were found to be consistent with the concept of social management, management.

The institution of the twentieth century , began looking for methods of effective corporate governance. In 1991, work of scientists like K.P.Vazina , Y.N.Petrova ,Q.D.Belilovski "Education Management" has introduced the use of the term science.

If the concepts "management"and "control" would be taken into a comparative context , second conceptwill have wider meaning because the management is only one of the methods of control.

Management" provides scientists have different definitions for the term. For example, consider the essence of the management and teaching, according to the scientist T.M.Baymoldaevtэс cooperation in the management of people, a way to communicate with the people, the result is a specific form of the potential of the internal administrative skills.

Management requires quality management activities. If the government can not give a positive result, it can not be any management. Teaching here differs from the common management control.

B.Abykarimuly , K.S.Akhmetkarimova , R.SH.Abitayeva reveal the concept pf meaning in their educational and teaching tool called “Management of advanced technology for the development of the heads of educational institutions”: management , pedagogical management , management skill , management skill of the head of the educational organization and management skill of head of the educational organization in improvement system of education. According to the authors:

Management (English. Language. - Management, acquisition, organization) is a form of control and the production and marketing of modern principles, methods, and improve its efficiency and to maximize the benefits.

Pedagogical management- technologicalmethods aimed at improving the efficiency of the education process management , organizational forms, methods and principles of the complex.

Management qualification - experience, knowledge, skills and management profiles, ingredients, and preparation of the work of the executive management is based on the management's decision-making ability.

The ability to control of head of the organization - the level of theoretical and practical knowledge and skills, professional quality and ability, they do not allow him to remain confined within a narrow specialization, allows you to find your way as a professional, effective management decisions and provide the necessary social and professional speed willingness to change and update their knowledge.

Management of the education system - to improve the quality of the educational process management principles, methods, forms of organization and technological complex ways.

Taking into account the value of these reviews , the development of the education management system in order to determine the necessity of the use of information technology in the educational process of the experience decided to carry out the work.

The research covered the period of the 2012-2014 academic year. Experimental work had three test stages such as : definition, formation and checking.

The future of education management and teaching for the training of the managers of the experimental work of the Abai Kazakh National Pedagogical University 050103 "Psychology" was attended by 50 students. During the experiment, the theoretical analysis, which is often a problem for the managers of the administrative and teaching conditions affecting the development of quality teaching test .

In the experiment, we have the following tasks:

- Check the operating efficiency of the use of information technologies on the basis of competence;

With the managers of the future of education management and pedagogical training and diagnostic techniques to determine the level of adaptation;

- Practical application of the model based on the knowledge of managers;

- The results obtained from the experimental treatment.

The research is based on following integrated approaches : theoretical analysis, synthesis , simulation, abstraction ; Empirical interviews, questionnaires, expert evaluation, essays, self-assessments, methods of control groups, educational experiment.

Management and teaching in order to determine the level of competency of the experiment carried out in three stages, the first stage, "the competence of the manager of management education and teaching" methods (adequate to the level of development of their managerial competence and pedagogical assessment of students) used here, refers to the level of their competence assessed themselves. How we problematic cases, students should be able to make effective management decisions. For this purpose, "the circumstances of the management" technique (students for successful entry to the situation was to make effective management decisions). Also, in the course of the experiment is already write an essay (students, "school", "educational leader" in their views on the subjects had to take the paper is free). The results of these methods developed in the course of an interview with the students, their attitude to the profession, the motivation of the actions of the targets identified.

Formative experiment was conducted in the second phase of the study, "Information technology to improve the management of the education system on the basis of the" special course program has been carried out. Each lesson is held in non-traditional form, often in the form of training.

Conceptual framework for the management of students with the basics: teaching and management of information technology and management models, presented the features of the current management of the education system, as well as the analysis of the specific circumstances, based on the regulations of discussions.

Student Assessment conducted according to the following criteria:

1. Find a problem and qualifications:

Level I: the difficulty in processing, defined goals, 1 point;

Level II: 2 points to mistakes;

Level III: the problem is obvious, correct and well-defined, fully processed - 3 points.

2. Responsible professionalism

I level: define the methods of management, can control the behavior of the standard methods - 3 points;

Level II: learning new concepts and methods to the use of modern methods of management can see a variety of approaches - 4 points;

Level III: traditional management, innovation management will be able to create the same circumstances will be able to analyze the problem of self-control and a high level of creative management thinking - 5 points;

3. The critical and independent thinking

Level I: This course can see the positive and negative aspects of learning - 3 points; education information management

Level II: researcher who knows comparative analysis methods to create objects - 4 points;

Level III: its own view, ready to prove it will be able to express the views of the 5 points.

Students on the basis of the use of information technology for the development of managerial competence at various levels, and the level of information made the transition to developmental level. The purpose of the job training aims and objectives of the entity , which is devoted to the development of certain skills. According to the cognitive task of S.L.Rubinshtain beginning if it is reasonable to think about the problem is the model of the situation. [3, 92б].

The next stage of the experiment was carried out to assess the level of development of the managerial and pedagogical competence. In addition, a special training course in the final stage of the experiment during the creative tasks (essay), the results were analyzed and taken into account.

The action of the students in the class was given to the control of the educational system. About the actions of the students' creative task of motivation to share their views of the profession, and has continued in the form of an interview. The changes are reflected in the development of an interconnected system of students were taken into account at three levels: operational (of the methods, techniques); content (knowledge from different levels); motivational target. Level is defined as the quality of the action.

The results of the research, the managers of the core general education typology based on the content of professional training and management tasks can only be theoretical and practical value. With such a conclusion, the tasks can be grouped as follows: methodological, theoretical, practical and technological. Without taking into account the didactic and methodological aspects of the problem is not possible to build educational and cognitive tasks.

Knowledge management system for the training of the managers of the training and experience of the development of cognitive tasks managers, classic articles on management and management of the education system, education and a variety of specific examples of the works of the school management and teaching for the period used in the circumstances.

Tasks were classified into three groups: first, teach the basic tasks of professional activity; second, the development of manager tasks; third, to know the objects of management tasks.

Domestic research scientist Z.M.Sadvakasova's experimental work based on the objectives of our research and analysis of the use of information technology to improve the management of the education system on the basis of the model of the future managers of education management and teaching describing the action as a subject of personal competence (rollers) signs of the formation of the allowed to allocate [3]:

- A holistic educational process and management mechanisms of psychological and pedagogical knowledge.

- Qualification of the current activities and future goals.

Administrative and teaching gaining tasks , and creative use of information technology to the study of mechanisms of implementation.

- Ability to communicate effectively in a team competence, empathy skills, mastery of the technology cooperation.

- Teamwork, responsibility.

Manager of education services for the implementation of its activities in the design and management skills to set goals, do the analysis, comparison and development of self-assessment operations.

The dynamics of the transition from one level to another level managers describing the degree of managerial and educational competence, to determine the quality changes. Based on the methodology of the survey to determine the level of development of competencies (1-2 points - low level, the intermediate level and the score 2-3, 4-5 points - the highest level) education managers in the management of the system of training in pedagogical activity was observed in the course of practical experiments. Using this technique on the basis of self-assessment of the level of competence of the managers of the future development of information (Table 4) were able to identify.

Experimental program 050300 KazNPU to "Psychology" 50 students were involved. The control group: "Psychology" 3 year (Group 3), students (27 people) are calculated. This study is only the first and last group is limited only to the work of the diagnosis. And, with the experimental group of the above-mentioned program of training and technology "Psychology" 3 year (Group 1), students (23). However, the experimental group and the control group in the first and the final diagnosis was the same software and technology.

As the table shows, for the first time in the control group and the experimental group was at the same level. Recent experimental group during the diagnosis and management and teaching skills that demonstrate high performance in all regions, in turn, are convinced of the quality of the pilot training program.

Using the Mann-Whitney criterion first and the last diagnostic reliability of the control and experimental groups differences were calculated. U = 1 to the control group (p?0,05) showed that there are differences in the value of the statistic approach. The experimental group U = 0 (p?0,01), showed that there is a statistically reliable differences.

Weighted index of the management and teaching skills (psychological, educational, research, communication and management) the level of development: 1-2 points - the lowest level; 2-3 points - intermediate level, 4-5 points - the highest level. For example, 2.8 is the average level of the index, because in the interval from 2 to 3. This allows you to control the transfer of a high level of quality of the students' competence. All you want to monitor and analyze the performance of the students in the experimental group, students in the first and last stages of the diagnosis of low, medium and high level, as determined by the location and is shown in Table 6. As the table shows, a high level of competency in the experimental group showed that the percentage is much higher than in the control group, which is in turn based on the proposed use of information technology to improve the management of the education system as proof of the quality of the implementation of the model.

Student criterion is used to show the reliability of the results. The control group, t = 2,41 (p?0,05) differences in the experimental group that t = 2,67 (p?0,05) shows that there are significant differences in terms of statistics.

The managers of the future of education management and of pedagogical activity from period to period, reflecting the increase in the level of development of skills, which makes it possible to achieve significant changes in a systematic, organized and goal-oriented work, to create a positive of pedagogical conditions in advance, you can see the data in Table 6.

At the same time, the study in view of the growth of competencies, managers of the future of education and practical action is being carried out sufficiently creative potential. Individual interviews with students, they bind the future activities of the school, and manager of high-quality education for the vast majority do not understand the value of the basic management and pedagogical training, they have generated the need for management and teaching motivational position to disclose the weakness of the preparation of the research plan.

We are prepared for future education aimed at the formation of the management and improvement of pedagogical competence of the managers of the experimental system, has led to all kinds of change: psychological, educational, research, information and communication, managerial competence.

The main types of action in the management of teaching competence describing the dynamics of the development of digital information to improve the quality of management of the education system reveals the trend of development.

Experimental work made it possible to highlight the following facts:

First of all, to improve the management of the education system, confirmed its forecast on the need for the development of innovation and high-quality;

Second, the solution of this problem universities, postgraduate education institutions, other universities will play a special role;

Third, the whole purpose of management and teaching skills to contribute to the effectiveness of educational activities.
