APPLICATION OF ARTIFICIAL INTELLIGENCE METHODS IN THE TASKS OF PARLIAMENTARY CONTROL IN MODERN CONDITIONS

The use of artificial intelligence techniques can be useful in many aspects of parliamentary oversight, including information analysis, data discovery and analysis, and monitoring government performance.

One of the main aspects of parliamentary oversight is analyzing the large amount of information that comes to parliament. Artificial intelligence techniques, such as machine learning and natural language processing, can help identify key topics and priorities that require parliamentary attention, as well as save time and effort. artificial intelligence parliamentary attention

Another important aspect of parliamentary oversight is data discovery and analysis. AI techniques can help to automatically collect and analyze data from various sources, such as social media, news sites, and government databases, allowing parliamentarians to draw informed conclusions.

Finally, AI methods can be useful for monitoring government activities. For example, analyzing video recordings of government meetings can help identify problems with compliance with procedures and rules, as well as illegal behavior.

However, it is worth noting that the use of artificial intelligence methods in parliamentary oversight should be done with due regard to ethical and legal aspects. These methods should not violate the privacy of citizens and parliamentary officials and should be used only to support democratic processes and protect human rights.

Some examples of the use of artificial intelligence methods in parliamentary oversight tasks in the world.

Artificial intelligence (AI) can be used to support parliamentary functions [1].

For example, in France, in February 2021, the Parliamentary Commission on Digital Transformation was established to study and recommend the use of AI and other digital technologies in parliamentary oversight. The French Parliamentary Assembly uses AI robots to support the work of MPs. The robots provide automatic speech recognition and translation of texts into different languages, as well as analyze large amounts of data.

In Finland, the Parliamentary Working Group on Artificial Intelligence was established in 2019 to research and develop recommendations on the use of AI in parliamentary control.

And in the UK, a new Science and Technology Select Committee was established in September 2020 to research and recommend the use of AI and other new technologies in the parliamentary process. AI tools are used to automatically analyze information on legislative activities, as well as to detect misconduct by MPs.

AI is also used in the legislative process in many legislative bodies around the world [2].

For example, in Canada, in 2018, the Center for Parliamentary Science was established to offer AI tools to help parliamentary committees understand complex issues. The AI tools are used to analyze parliamentary sessions, video materials from meetings, and committee reports. AI models help to identify key topics discussed in the parliament and determine the attitude of MPs to these topics.

In Japan, a program was launched in 2020 that uses AI to analyze transcripts of parliamentary meetings and automatically create summary documents. AI tools are used to analyze government reports and legislative documents. AI models help to quickly find key phrases and information related to specific topics.

In the United States, machine learning methods are used to analyze a large number of bills under consideration in Congress. AI models are used to predict the chances of success of bills and to identify political trends. There are also studies on AI in parliaments that look at projects and innovations [3].

These examples show that parliaments around the world are beginning to use AI methods to improve their performance and understanding of complex issues under consideration.

The main stakeholders in the application of artificial intelligence methods in the tasks of parliamentary control in Ukraine can be:

- The Verkhovna Rada of Ukraine - as a legislative body, it is interested in using the latest technologies to improve the efficiency and quality of the Parliament's work.

- Committees of the Verkhovna Rada of Ukraine - responsible for conducting parliamentary control over the activities of the government and other executive bodies, so they may be interested in using AI methods to improve the efficiency of their work.

- The Government of Ukraine - responsible for the implementation of laws and decisions of the Verkhovna Rada, so it may be interested in using AI methods to improve control over its activities and increase their efficiency.

- Ministry of Digital Transformation of Ukraine - responsible for the development and implementation of information technologies, including AI.

- The State Service of Special Communications and Information Protection of Ukraine, which is responsible for data protection and cybersecurity.

- State Statistics Service of Ukraine - responsible for collecting and processing statistical information that can be used for parliamentary oversight.

- The National Academy of Sciences of Ukraine and higher education institutions may conduct research in the field of AI application in parliamentary oversight and train specialists in this area.

- Civil society organizations and experts - may be interested in monitoring the activities of the government and other executive authorities, and therefore may act as stakeholders in the application of AI methods in parliamentary oversight tasks.

- IT companies and startups that develop and implement artificial intelligence systems.

The conditions of martial law require a more efficient and prompt response to complex and unpredictable situations that arise. The use of artificial intelligence methods in the tasks of parliamentary control can be an important tool for increasing the efficiency and responsiveness of response to such situations.

Artificial intelligence can help automate the process of collecting and analyzing a large amount of data that is important for decision-making under martial law. For example, artificial intelligence can help track and analyze information on troop movements, armed conflicts, the state of the economy, and other social processes, which can help respond to situations faster and more efficiently.

In addition, the use of artificial intelligence methods can provide more accurate and objective data analysis, which can help avoid erroneous conclusions and decisions. For example, artificial intelligence can be used to automatically identify risks and predict the consequences of various decisions.

Thus, the use of artificial intelligence methods in the tasks of parliamentary control can be an important tool for increasing the efficiency and responsiveness of response to complex and unpredictable situations that arise under martial law.

Artificial intelligence methods can be used in the tasks of parliamentary control in the post-war reconstruction of Ukraine for various purposes, for example

- Monitoring corruption risks: Machine learning and data analysis techniques can be used to identify where the greatest risks of corruption and malpractice in public administration and governance are, which can help the parliament take appropriate measures to prevent them.

- Monitoring social issues: AI can be used to analyze social data to identify problem areas, for example, in healthcare, housing and utilities, education, social protection, etc.

- State budget analysis: AI methods can be used to analyze the distribution of public funds and determine the effectiveness of government programs, which can help parliament make better decisions on budget policy.

- Document flow automation: AI can be used to automate the processing of a large number of documents, which helps to reduce the labor intensity of the process and increase the speed of work.

Thus, artificial intelligence methods can be a useful tool to support parliamentary control in the current conditions of martial law and in the post-war reconstruction of Ukraine, which contributes to more efficient and transparent governance.
