Формування зовнішньополітичних стратегій та доктрин США на початку ХХІ ст.: практичний вимір

Це не короткострокова проблема, вона матиме серйозні наслідки для майбутнього. Керівництво США створює залежність: якщо безпека Європи та України зараз гарантується на основі домінуючої ролі США, будь-який післявоєнний європейський порядок безпеки, ймовірно, ґрунтуватиметься на такій же сильній ролі США. І це зобов'язання буде необхідним у доступному для огляду майбутньому. Можлива історична паралель з 1941 р., коли США вступили у Другу світову війну, щоб перемогти агресивний блок, але не маючи повного уявлення про величезну відповідальність глобального лідерства, яка потрібна для збереження миру.

Дебати щодо стратегічних пріоритетів і ресурсів США знову опиняться у центрі внутрішньої уваги напередодні виборів у США у 2024 р. [24]. Республіканці, особливо ті, хто підтримує колишнього Президента Д. Трампа, вже критикують те, що вони бачать як європейський фрірайд щодо надання військової та фінансової підтримки України. Це не відповідає дійсності, оскільки Європа надала суттєву підтримку Україні. Але цей наратив вплине на прийняття рішення в Конгресі про те, чи продовжувати підтримку України, особливо, якщо поєднати його з ідеєю, що ресурси США обмежені, і їм варто приділяти пріоритетну увагу для вирішення проблеми Китаю.

США мали необхідність скерувати Європу, яка була не в змозі самостійно дати адекватну відповідь на війну в Україні, і як показала нещодавня катастрофа з відправленням танків, Вашингтон не може просто відмовитися від своєї ролі лідера з надією, що європейці втрутяться, принаймні не ризикуючи провалом поточних військових зусиль.

Водночас механізми координації, які діють протягом року, зокрема, Контактна група Рамштайн, яка об'єднує 51 країну для координації їх військової підтримки України, залежать від керівництва США. Ситуація в Україні надто серйозна, щоб експериментувати з новими й невипробуваними механізмами, які б спиралися на європейське лідерство. Історичним прикладом є нормандський формат між Францією, Німеччиною, Росією та Україною, створений після анексії Росією Криму та початку війни на Донбасі у 2014 р., який не забезпечив тривалого миру в Україні. Водночас зусилля із захисту та стабілізації України, як нині, так і після закінчення війни, не можуть покладатися лише на лідерство США.

США можуть визнати реальність такої проблеми: Європа не має лідера і сприймає себе такою, і їй бракує стимулу взяти на себе провідну роль у вирішенні проблеми [36]. Адміністрація Дж. Байдена може провести чіткі червоні лінії щодо того, який тягар готові взяти на себе США. Наприклад, коли йдеться про відбудову України, першість в цьому питанні має бути на боці Європи [17]. У грудні 2022 р. G7 оголосила про багатодонорську платформу реконструкції. Керівництво цими зусиллями має залишатися в межах Європи, щоб узгодити реконструкцію з процесом вступу України до ЄС. Це не та сфера, де лідерство США у формі нового плану Маршалла для України [11] обов'язково потрібне - Європа має політичну волю, економічну та фінансову потужність, щоб самостійно керувати цією операцією. Європа також має інвестувати у свою оборонно-промислову базу, щоб забезпечити довгострокове озброєння України, яке має тривати після перемоги, а також для підтримки власної обороноздатності. Натомість, керівництво США не має дозволити Європі відкотитися в залежність як в період холодної війни.

Висновки

Таким чином можна констатувати, що на відміну від системи міжнародних відносин XX ст., яка сформувалася на основі політичного протистояння, відкритої холодної війни та ядерного стримування, світ відносин XXI ст. позначений фактом дії глобалізації у якості структуруючого феномену міжнародних взаємозв'язків. Політичні, культурні і соціальні наслідки цього феномену залишаються, у значній мірі, невизначеними, як у масштабах країни, так й у світовому масштабі. Постання нових ризиків, масштабування загроз національним та міжнародній системам безпеки, робить необхідним оновлення стратегічних завдань, концептуальної фундації і практики стратегічної дії міжнародних акторів. Еволюція стратегічних підходів США до зовнішньополітичної сфери позначена фактом стратегічних переорієнтацій та реалістичною кореляцією між доступними ресурсами і вимогами безпеки, але константою її змісту залишається курс на збереження стратегічного лідерства Вашингтона у всіх сферах політики безпеки та оборони, здатності діяти щодо широкого спектру загроз і потенційних ризиків.
