Summary

This article outlines the moral and ethical nature of the civil servant, the importance of his moral qualities in fulfilling his duties and the wide-ranging reforms undertaken in the country.

Reforms in the field of public administration led by our esteemed President of the Republic of Uzbekistan Sh.M.Mirziyoev cover all spheres of social life with extensive and intensive work. Effective means and methods of government and public administration are being improved. Especially the potential of our creative folk is being mobilized to new heights. Such harmony is undoubtedly one of the main factors in the realization of the interests and will of the people.

One of such factors is the moral qualities of the leader, which encompass potential and talent. One of the decisive factors of reforms is the ability of the captain to show exemplary courage, courage, dedication, commitment and devotion to his people. Indeed, from the experience of Japan, China, Korea, and other developed countries, it is known that the important and responsible front of the nation's history was the service of the nation's loyal leaders to boost state power.

This issue is of paramount importance for Uzbekistan, which has chosen a path of independent development today. In this sense, during the years of independence, public administration has radically changed. In their essence, the principles of democratic and market economy have been reflected in the Constitution of the Republic of Uzbekistan. In particular, the role of public administration in the implementation of the principle of “... the state exercises its work on the principles of social justice and the rule of law, pursuing prosperity of the people and society”[1, 7], the involvement of citizens in public administration and the expansion of civil society fundamentals is doing. The implementation of the reforms depends largely on the attitude of the managers to their work. President of the Republic of Uzbekistan Sh.M. Mirziyoyev says: “Critical analysis, strict discipline and personal responsibility should be the daily rule of any leader's activity”[2, 6].

Indeed, today's leaders require a number of moral qualities, without which the leader can not fully perform their functions. In the civil servant's ethics, this is one of the factors that contribute to improving the efficiency of management as a system of discipline and order.

Demand for government officials to be governed by the rule of power and their moral conduct is one of the values directly related to our ancient statehood culture. After all, the leader of the party has become a promising and just man, and has determined the future of the state and its development. This is what our grandfather, Muhammad Qazi, says: “He (the Leader) knows that the position of the Emirate and the government is a means by which the eternal happiness and good name will be derived. Most of the kings and rulers of Davron are proud of the supernatural state of the world and destroy their religion for their desires, and they cause faith to befall their faith”[3, 26]. The views that authority and authority of power are related to the morals of those who control it are considered to be our ancient values. This immortal heritage of the civil servant, as well as in improving the organization of moral and ethical values, is also important in our modern statehood. However, there are certain contradictory views in the way that the leader has to establish citizenship, mutual trust and partnerships between the citizens and the government, and the establishment of the government's internal relations on healthy ethical principles. Such contradictions are manifested in the actions of the head of the administration in the exercise of justice and the principles of law, social activities, and personal qualities. Because power is always the source of political and financial freedom, there are many "laughs". The desire to own this opportunity and the means, and to use it for its own benefit. This is the first reason.

The second reason for the leader's confrontation with ethical values is the socio-cultural, political and economic environment in which he lives. If the production relationships are based on fair distribution criteria, and if no legal relationships have been formulated, this is a decentralized culture of governance. Ethnic requirements and values can not be administered in the case of civilization. Under such conditions, the order of educative relationships between managers and administrators does not work. As a result, the management system is governed by the mood of satisfaction, such as propaganda, looting, extortion and bribery. Instead of arranging such an environment, it is easier for some leaders to choose a compromise solution.

Hence, the desire for power and his position, or the desire to pursue him, through the hypocritical means, increases. This, in turn, leads to the inability of unhealthy forces to come to power or leadership positions - an unfavorable environment.

The management principles that meet modern requirements in managerial and managerial relationships, as well as the legal basis of the criteria for measuring the professional ethics of professional human resources, are defined by the Decree of the Cabinet of Ministers of the Republic of Uzbekistan of March 2, 2016 “the importance of the "moral norms of the officials of the authorities”[4]. The main purpose of these guidelines is to define common principles and rules of morality of public administration and local executive authorities, to create conditions for their good and productive functioning, and to prevent abuse of public service.

Civil servants must be familiarized with these rules and are obliged to observe first of all their responsibility for their work, and secondly, that they are the only way to form high moral and ethical attitudes in the relationships between employees. One of the important points of the case is that the observance of these rules by the civil servant is one of the criteria for assessing professional activity and behavior in the service.

Adoption of the "Concept of Administrative Reforms in the Republic of Uzbekistan"[5], approved by the Decree of the President of the Republic of Uzbekistan dated September 8, 2016, serves to increase the responsibility and initiative of civil servants. This concept will allow forming the uniform norms defining the status of civil servants, the criteria for their performance evaluation, and the creation of a professional body of civil servants. Also, the normative-legal acts regulating issues of public service, including the legal status, classification of civil servants, transparent mechanisms of recruitment (on a competitive basis), formation of personnel reserve, maintenance of the service, compliance with ethical norms, as well as draft legal acts.

It also emphasizes the importance of the issue that the principle that “public authorities should serve the people rather than the public authorities”^] should be the main rule in the work of managers of all levels. At the same time it is evident that we need to introduce mechanisms that identify and define the capacities of the managerial staff in accordance with different aspects of management. “... the civil servant's morals are strongly influenced not only by his achievements but also by the state's reputation”[7, 8] says A. Begmatov. Unfortunately, in our country, along with the accomplishments, there are cases when state-run managers are misused at different levels. The identification of the social causes of the existing defects, and the analysis of the factors causing them would help to clarify some of the vulnerabilities of the state and society. Public administration should be systematically analyzed and results of its work should be strengthened by appropriate conclusions. Because the development of the society and the requirements today are changing every minute, at our discretion. Therefore, we need to focus on the theoretical analysis of management.

Today, it is important for a civil servant not only to fulfill his duties, but also how to play it. In addition to his professional capacities, he needs to formulate mechanisms for determining his personal qualities and qualities when he is aware of his responsibility to the people.

In summary, the moral and ethical conduct of a civil servant is one of the main principles of public service. In particular, the moral and ethical structure of public service ensures the integrity and prospects of democratic degrees, while at the same time, it serves to strengthening the moral and legal status of civil service. In this sense, spiritual and moral factors of the public servant - the manager will continue to be important in the future. After all, the moral qualities of the modern leader play a crucial role in forming a positive political and moral environment for strengthening and sustaining the Uzbek society.
