International Aspects of South Korea’s "Developmental State": The East Asian Perspective

The second option implies deepening relations with the USA and Japan and balancing against China. Ties with the USA are already firm and reinforced by various agreements, the recent one concerns THAAD deployment. On the other hand, strengthened alliance of the USA and South Korea can harm Sino-Korean relations. Seoul may lose Beijing's support when mediating talks with North Korea. Moreover, coordination with some Chinese allies entailing some alluring prospects may be inapproachable for South Korea. Again, in case of US-China contradictions South Korea will be forced to participate on American side. The consequences of such clashes may turn out to be unpredictable. The balance against Beijing might be successful and it might fail as well. When the latter occurs, the price that South Korea will pay tends to be rather costly.

Taking into consideration both strategies, one more option for Seoul assumes remaining neutral and to balance the interests of great powers. However, we discussed such a policy of South Korea maintained during the first years of Park Geun-hye's administration. It was quite successful and, indeed, South Korea managed to strike a balance. The risk of following such a position lies in a possible transition to “satisfy everyone” policy that was exactly what Park did at the end of her presidential term. The key drawback of such strategy is that the country lost its ability to combine the interests of major players, it was absorbed by their ambitions instead.

Currently, South Korea is capable to promote efficient initiatives and mechanisms ensuring security and stability in East Asia only after elaborating a single stance on the regional development prospects. South Korea could perform as a mediator and call for minilateral formats of SPT to form a common stance on North Korea nuclear potential. By means of mediating attempts, South Korea is responsible for minimizing tensions among regional and non-regional powers involved in East Asian issues. However, what we should keep in mind are the differences that South Korea might face on elaborating external policy agenda. Most of all, new administration should amend relations with all East Asia countries: with China, Japan and North Korea and advance national political, economic and military potential. While filling the gaps it may increase its networking power. Otherwise shaping influence on regional structure for South Korea will be difficult.
