The development of relations between latin american and Caribbean countries and China

Faced with international isolation after the establishment of the People's Republic of China, the country's leaders have chosen to build relations with developing countries, including Latin American, supported the intentions of the Chinese leadership.

China will promote dialogue and exchanges in areas such as poverty reduction, eradicating hunger and bridging the gap between rich and poor, through the exchange of information on poverty identification and experiences on targeted poverty reduction. China will engage in technical cooperation to build capacity and reduce poverty, as well as promote economic and social policies for the benefit of the poor and disadvantaged on both sides. Efforts will also be made to encourage and support high-level exchanges between the relevant agencies of both sides and to conduct the China-Latin America Poverty Reduction and Development Forum in a timely manner.

By upholding the principles of equality and mutual benefit, China is ready to find flexible and pragmatic ways to cooperate with the LAC countries in a spirit of openness and inclusiveness. China will promote collective cooperation with LAC, mainly through the China - CELAC Forum platform, as well as strengthen dialogue and cooperation with relevant subregional organizations and multilateral financial institutions in order to establish a balanced, comprehensive network of collective cooperation between China and LAC.

China calls on the LAC to make efforts to deepen exchanges and cooperation between the two sides at the UN and other international organizations and other international platforms, to maintain communication and coordination on major international and regional issues, to promote multipolarization and democracy in international relations, and to strengthen the voice developing countries in international affairs, and to protect the common interests of both parties, as well as other developing countries.

China declares its readiness to work with the LAC countries to promote global, mutually beneficial cooperation in the implementation of the 2030 Agenda for Sustainable Development, adopted by the UN Summit on Sustainable Development. China stands ready to provide support and assistance to the best of its ability in the LACB countries in their efforts to implement the 2030 Agenda for Sustainable Development.

The LAC countries are positive about the initiatives of the Chinese leadership. Former Peruvian President Alan Garcia Perez shared his impressions of China's policy in an interview with China Today magazine. In particular, he said that when he spoke with Chinese President Xi Jinping over lunch, he did not feel the Chinese leader's attitude towards Peru as a small country. This instilled in him the belief that mutual respect and harmony between countries are not empty words. Chinese traits such as respect for history and the older generation, as well as the concept of social harmony, provide the basis for China to be a world development leader [20].

According to the results of the study, the author was able to identify the motives of the leaders of China and the LAC to build relations. In addition, tools, forms and mechanisms of cooperation between China and the LAC were identified. This allowed the author to prove the prospects for the development of relations with developing countries and the effectiveness of multipolar diplomacy. In the context of increasing globalization of international processes, multipolar diplomacy reveals the potential for international relations, regardless of the size of the country, its level of socio-economic development and role in international processes. This can be traced to the development of relations between the LAC and China. However, the multipolarity of relations does not abolish the principle of competitive advantage in building relations between different countries, although to some extent it corrects the gap in the competitive advantages of different countries. The effectiveness of multipolar diplomacy depends to a large extent on effective public policy, accompanied by economic growth and rising social standards within the country. Cooperation between China and the LAC, based on mutual benefit, mutual respect and harmony, contributes to the economic growth of the parties and strengthen their role in global processes. Thus, it increases the scientific interest in further research into the development of relations between the LAC and China.
