Суспільна та територіальна організація сфери послуг регіону в умовах ринкової трансформації

В диссертационной работе с позиций экономической и социальной географии исследована общественная и территориальная организация сферы услуг (ТОСУ) региона в условиях трансформационной экономики. Расширены теоретические положения географии сферы услуг как направления экономической и социальной географии. Разработана общая методическая схема исследования сферы услуг региона. Раскрыто новое содержание сферы услуг как феномена общественного развития стран и регионов на постиндустриальном этапе, исследованы новые факторы, влияющие на ТОСУ. Систематизированы субъекты хозяйствования в сфере услуг по совокупности признаков. Выявлены региональные особенности и проблемы развития сферы услуг Украины. Сфера услуг рассмотрена в контексте теории межотраслевой интеграции, введено определение «межотраслевой комплекс услуг региона», разработана модель межотраслевого комплекса услуг региона. Осуществлены типизация и ранжирование центров обслуживания (ЦО) Винницкой области. Обоснована концепция кластеров услуг ЦО, введено понятие «кластер услуг ЦО», предложена методика составления паспортов ЦО, составлены паспорта кластеров услуг ЦО. Разработана пространственная модель иерархической многоуровневой территориальной системы обслуживания Винницкой области. Определены основные направления совершенствования ТОСУ Винниччины. Разработана анкета для социогеографического исследования ТОСУ региона.

Improved territorial organization of the sphere of services is one of the key tasks in realization of regional policy of the state and one of the basic criteria in reorganization of administrative-territorial structure of the country. Present disproportions of territorial organization of the sphere of services, contrast of quality of service in the center and outlying districts provoke deprivation and migratory processes. Thorough study of geospatial aspects of functioning of sphere of services at regional, microregional and local levels is actual and timely. Dynamism of social development presupposes permanent corrections in the time-tested concepts, stipulates the necessity of reappraisal of many factors which predetermine the territorial organization of society, sphere of services included. Taking into consideration the actuality of these problems and the necessity for further investigation of theory and methodology of the sphere of services for the region we decided on taking this problem as a topic for our dissertation.

In the dissertation social and territorial organization of services in the region in the period of transforming economy has been analyzed from the point of view of economic and social geography. Theoretical theses of social service geography in their economic and social aspects have been extended. The general methodological scheme of analysis of the service sphere of the region has been worked out. A new connotation has been added to the term «service sphere» which is treated in our work as a phenomenon of social development of post-industrial countries and regions. New factors which may influence territorial organization of services have been singled out and described. The subjects of economy in the sphere of service have been systematized according to the complexity of factors: kind and type of organization, its legal status, size, character of activity. Regional peculiarities in their connection with the typical problems of development of the sphere of services in Ukraine have been analyzed. The sphere under analysis is considered in the context of the theory of cooperation of different kinds of complexes; the term «regional interfield complex of services» as well as a branch model of it is suggested. Intensification of integration tendencies in the service sphere, their localization and territorial concentration leads to the formation of functional groups of services (elementary, simple, complex) whose common aim is catering for the consumers on the complex basis. The tendencies for the inter-field integration stipulate the organization of regional complexes of services - a diversified multifunctional complex for the population and economy of the region. In the dissertation the structure and the taxonomic level of regional complexes of services are suggested: sectors, classes, sub-classes, types of services, as well as the connection between them on the basis of which they are incorporated into functional groups. Types of services singled out in the functional structure correspond to the state standard plus the suggested functional classification.

The centers of maintenance for the Vinnitsya region have been typified and ranged; the conception of cluster of services of the centers of maintenance is suggested alongside with the methodology of drawing up passports of the clusters of services of the centers of maintenance of definite ranges. Clusters of services are basic characteristics of the centers of maintenance and present a complex of services of a certain level. The main sign of a cluster is its functional: a cluster unites different kinds of services regardless of their field. Thus, the branch principle of organization of services is substituted by a functional one on the national, regional and local levels. The models for territorial maintenance centers should be built on the basis of the enumeration of services for the centers of maintenance of each of the levels. A hierarchical multilevel model of territorial system of maintenance for the Vinnitsya region as well as propositions for the improvement of the centers of maintenance in the region has been worked out. The questionnaire for the sociogeographic research of the centers of maintenance in the Vinnitsya region has been worked out and used to investigate the centers of maintenance of the region.
