Природні монополії та їх регулювання у трансформаційній економіці України

In the process of analysis the author came to the conclusion that, on one side, the unit of natural monopolies, possessing almost unlimited market power, mostly determine the character of economic relations on the market: they impose “games rules” to their counterparts, and in doing so, get the excess profits, organize price discrimination, generate “the shadow turnover” of capitals, do not raise the efficiency of company management etc. On the other hand, the natural monopolies behavior in Ukraine is generally determined by the general economic problems, which in fluency adversely on the practice their functioning and the future development: the problem of unpaid bills, high bevel of obsolescence of capital funds, the deficit of investment resources.

The necessity of the governmental intervention in the activity of natural monopolies in the market theoretically justified. The author proved the leading role of state in realizing the set of activities concerning the provision of socially accepted behaviour of agents of natural monopolies in the process of interaction with the other economical actors.

The author stressed, that influence on the natural monopolies had to be limited by the certain limits acting in the two planes. For one thing, the regulation activity should be directed towards the consumers interests protection, preventing abuse of monopoly situation in the market. For the other thing, regulation is apt to create the base for effective functioning and development of these industries in the way of providing conditions for the complete economic rationale of the enterprises cost and the adequate investment into the development of production.

The author formulates the practical recommendations concerning improvement of state mechanism of regulation of natural monopolies activities in Ukraine.

The work determines the main institutional legal framework for establishing the mechanism of governmental regulation of natural monopolies: providing the system of natural monopolies regulation: the establishment of regulating autonomous, bodies system, the formation of relevant legislative and legal framework, the deepening and activization of structural developments in the industries.

Among the main economic and organizational techniques of governmental regulations of natural monopolies the main directions were stressed: the price regulation, control of the output quality and tax regulation.

The author justifies the necessity of fundamental processes of deregulation and privatization in the natural monopolistic spheres of economy and the governmental consolidation of these processes.

In accordance with the peculiarities of the transitional period in Ukraine the author justifies the necessity of enforcing the governmental influence on the natural monopolies activity.
